SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas across 7 geographical zones within the United States. The SeaPort-e contract vehicle and portal provides the Navy with a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. Members of the Navy Team that can participate include: The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA). Quality Assurance Plan

TDI was founded in 2001 with a focus on information assurance / cyber security, well before the current trend of all Federal Contractors suddenly offering "cyber security" services. Along with the foresight of determining that our nation's systems require the highest level of security, TDI also realized early on that high quality deliverables and meeting milestones is of premium importance. TDI has emphasized Quality Assurance (QA) and developed a corporate structure that supports and fosters QA on an ever-present basis.

One of the primary drivers underpinning TDI's management approach is our successful application of sound quality assurance principles. Our approach to QA begins with corporate commitment to provide independent oversight and review of contract performance, to include technical, contractual, and programmatic performance. This independent oversight also includes the review of contract deliverables prior to submission to the Government.

TDI has an appointed Corporate Assurance Officer (CAO) that reports directly to the President & CEO. The CAO oversees task management, operations, and corporate support functions, enforcing Quality Assurance throughout. By reporting directly to the CEO, and having no one directly reporting to them, the CAO retains true independence and unbiased oversight. On the Project Management side, the CAO verifies task project plans, resource allocation, milestones, risks, project reporting, and client satisfaction. Operationally, the CAO double-checks work products and deliverables, milestones, and progress reporting. Additionally, for corporate support, the CAO provides quality assurance for contract assignment, charge numbers, invoice review, and subcontractor management.

Our Business Unit Leads (BUL) also assist the CAO in enforcing Quality Assurance. So the CAO assesses the BULs, but the BULs also help the CAO in QA assessment. Tools used by the CAO and the BULs to ensure Quality Assurance throughout and at all levels within the company include internal project kick-off reviews, monthly project reviews, quarterly financial reviews, self inspections, customer satisfaction surveys (formal and informal), After Action Reviews (AARs), and peer reviews.

Finally, TDI routinely engages both our corporate and client leadership at the conclusion of key events or activities to perform AARs. Key objectives of these AARs include documenting "lessons learned", capturing potential process improvement ideas to reintegrate into the organization, and identifying mistakes to avoid in the future. This approach includes outreach to our internal PM and senior staff and to our clients (e.g. COTR, Contracts) to evaluate performance, discuss current trends, and discuss ways in which to enhance the way we and the organization itself perform work for client.
